Background

Public Participation Partners provided embedded staff to NCDOT to deliver project management services for public involvement planning and implementation and a community impacts assessment (CIA) for the proposed Catawba intersection improvement project. A key component of this project was understanding the context of the project and the communities being impacted by the different alternatives. The Catawba intersection plans directly impacted an historic African American neighborhood with senior residents that had already been encroached upon by development to the east and west.

P3 Deliverables

Public Participation Partners assessed community impacts and composed a CIA report, which reflected the environmental justice and Title VI concerns. P3 also conducted environmental justice outreach and involvement activities including door-to-door canvassing, meeting notification and materials development, and small group and public information meeting organization and facilitation. Because of the engagement led by P3, NCDOT developed a design that avoided all impacts to the community while still meeting project goals.
