New Bern Station Area Planning

City of Raleigh | Raleigh, NC | April 2021 – March 2022

Background

The New Bern Station Area Planning project team is creating small area plans for neighborhoods around future Wake Bus Rapid Transit stops. These plans will address items such as housing affordability, land use, access to jobs, support for area businesses, and bicycle and pedestrian safety.

P3 Deliverables

As part of these efforts, Public Participation Partners (P3) conducted virtual oral history interviews with long-time residents of the New Bern Avenue corridor. The purpose of these interviews was to better understand the history of the corridor as experienced by the corridor’s diverse population to better plan for its future. P3 categorized this qualitative data by theme, gathering insights on community character; housing, development, and displacement; transportation and transit; amenities; and religious institutions, schools, and businesses. Participants were able to shed light on the history of the corridor and how it had changed over time.

After gathering consent from participants, P3 sought to amplify participants’ voices by using recordings of the interviews as well as original video footage and pictures of the neighborhoods along New Bern Avenue to develop a video compilation and comprehensive summary document both entitled The Story of New Bern Avenue. These deliverables were used to help inform the development of the station area plan recommendations.
