Who We Are

Public Participation Partners (P3) is a women-owned public engagement and communications consulting firm with DBE/MBE in NC, SC, FL, MA, MI, OH, PA, VA, and Washington D.C.; and SBE, HUB, and SPSF certifications in NC. We are a team of planners, community engagement professionals, and communications specialists passionate about involving residents in the decisions that affect their community.


P3 is a proud member of The Amalgamation – a network of small minority-, women-, and veteran-owned businesses working to increase equity in government projects.

The Amalgamation connects partners with other DBE small businesses for contracting opportunities or helps Amalgamates find the right partnerships with larger firms. Our mission is to promote equity in government contracting through small business empowerment.


Simone Robinson, Principal

Simone has over 11 years of experience in urban planning for state and municipal governments conducting community and land-use planning, economic development, and community outreach for a variety of transportation, comprehensive planning, and development projects. Her experience developing and implementing public engagement plans for diverse communities has equipped her with the skills to help establish trust between communities and agencies and build consensus among all parties.


Simone is dedicated to making sure that every project is met with an equitable and cost-effective approach for public involvement. Through stakeholder and agency coordination, public outreach and communications, effective meeting facilitation, and engagement outcomes analysis, Simone aims to inform, involve, and empower all affected community members and provide transparency in project goals and outcomes.

Johnetta Perry, Senior Project Manager

Johnetta has over 14 years of experience in project management and community outreach for transportation-related projects in compliance with NEPA standards for Environmental Justice. She is passionate about creating inclusive and meaningful public engagement in every project, so that all perspectives are heard during the decision-making process.


Her experience includes managing public engagement planning and implementation for projects involving Environmental Justice, Title VI, and Limited English Proficiency (LEP) populations, including coordinating language translation and interpretation services. On the technical side, Johnetta has also created and maintained project databases to ensure that all data relayed to the client is comprehensive and accurate. Throughout every project, Johnetta verifies that P3’s work, conduct, and outcomes reflect the same fierce commitment to integrity and excellence.

Dorian Brooks, Communications and Engagement Specialist

Dorrian’s career journey has been diverse, including roles in local politics as an office assistant and election official, digital advertising during the 2020 U.S. presidential election, and consultative sales and marketing in the consumer goods industry. Dorrian is a firm believer in the power of strategy and innovative ideas to bring people together and drive growth and development. Her exceptional organizational and strategic thinking skills are a testament to her academic background and professional experience. Recognized as a visionary thinker, Dorrian is skilled at synthesizing information into a comprehensive and holistic perspective. She holds a degree from Michigan State University, with majors in Comparative Cultures and Politics and Psychology, and is currently pursuing an MBA with a specialization in Leadership. Beyond her professional pursuits, Dorrian enjoys experimenting with new vegan recipes and engaging in activities such as boxing and yoga.

Kinya Melvin, Office Coordinator

Kinya’s experience includes diverse behind the scenes support roles for small and large size teams, managing complex databases, and drafting critical company documents. Kinya enjoys the multifaceted responsibilities of her role that support the impactful mission of P3. She holds a Bachelor Degree in Business Administration Management from North Carolina Central University in Durham, NC. Outside of work, she enjoys participating in local running groups, volunteering with the American Red Cross, and frequent trips to local parks and nature trails with her family.
