Community Engagement Process Development

City of Raleigh | Raleigh, NC | June 2019 – October 2020

 

Background

To support their mission for equitable development and conservation in Raleigh, the City of Raleigh Planning department chose P3 to lead the Community Engagement Process Development project. For this project, P3 developed a comprehensive, equitable, and standard community engagement process for future City Planning projects in the form of a Public Participation Playbook.

 

P3 Deliverables

To develop the Playbook, P3 researched best practices, assessed current practices, and conducted citywide outreach. Outreach included an online and paper survey, community forum, pop-up events, community conversations, stakeholder presentations and outreach, and online outreach through video, media, social media, and e-mail. P3’s public engagement resulted in record-breaking demographic survey participation for the City, which provided a more equitable and community-driven perspective for the creation of the Playbook. The final deliverables include the Public Participation Playbook (80+ pages) and a two hour virtual staff training.

 

Project Highlights

Due to Covid-19, P3 developed the staff training on the Playbook in a virtual format. The staff training was hosted on Zoom and contained video overviews of content which led into five activities. These activities include individual exercises, small group breakout room tasks, and large group discussions, and were accompanied by a detailed training packet. Due to the past success of the project, additional departments requested to be included in the training.

 

Project Awards

P3 was awarded the American Planning Association North Carolina Chapter 2021 Public Engagement award for this project.
