Guilford County American Rescue Plan Act (ARPA) Community Engagement

Guilford County | Guilford County, NC | September 2021 – March 2022

P3 Deliverables

Public Participation Partners (P3) is leading the community engagement efforts for the Guilford County American Rescue Plan Act (ARPA). Guilford County was awarded over $104 million as part of the federal response to COVID-19. P3 is planning and implementing comprehensive public engagement in order to understand residents’ vision for the County and how they would prioritize the funds based on eligible uses.

As part of the first phase of the project, P3 conducted five hybrid in-person and virtual Listening Sessions across Guilford County. These in-person meetings were hosted in person and live-streamed on Guilford County’s Facebook page. The in-person meetings gathered over 55 participants and the virtual meetings had over 2,485 views. During the meeting, participants were encouraged to provide their comments out loud, in the Facebook comments, and/or via an online or paper survey. Many participants voiced their feedback during the meetings and there were over 200 comments on Facebook. Additionally, there were 146 respondents to the online survey.

The current phase of the project includes a virtual open house, small group meetings, and online and paper survey. Public outreach will include press releases, project website content, videos, digital flyers, graphics, social media content, email blasts, and newsletter copy. Targeted outreach will be conducted in the Qualified Census Tracts (QTCs) that were identified as having a high percentage of low-income residents or residents who live below the poverty line.
